Position Objective:

Support Metro-North Railroad and the Office of System Safety by assisting in the application of system safety engineering principles to support safe, effective, and efficient operations. This includes analysis of operational conditions, practices, and plans; development of proposed guidelines, protocols, and other recommendations; and representing MNR OSS in engaging with operating departments, contractors, and other stakeholders in efforts including, but not limited to, risk-based hazard management, system certification, configuration management, defect process controls, and product safety. Responsibilities include, but are not limited to, development, implementation, and maintenance of the MNR System Safety Program Plan and Fatigue Risk Management Program Plan.

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Responsibilities

Responsibilities:

  • Manage the development, implementation, and maintenance of the MNR System Safety Program Plan (SSPP) and Fatigue Risk Management Program (FRMP), including coordination across all MNR departments, MTA HQ, tenant railroads, and other stakeholders. Major programs include risk-based hazard management, safety certification, change management, configuration management, and technology evaluation and implementation.
  • Provide management and oversight of other major programs or projects as assigned, such as working groups conducting specific risk-based hazard assessments. Represent MNR OSS on interdepartmental and interagency working groups as assigned, such as for rolling stock procurements. Work includes, but is not limited to, coordination across MNR operations, with MTA HQ, and with vendors.
  • Assist in performing system safety analyses for projects and initiatives as assigned. Assist in identifying hazards associated with system testing and safety certifications. Assist in reviews of contracts and proposed designs using methods such as fault tree analysis and failure modes and effect analysis while applying governing laws and regulations.
  • Assist in performing safety risk assessments, regulatory compliance reviews, and ergonomic reviews on equipment and operations processes. Ensure that the risks and applicable mitigations are appropriately tracked. Work with various teams supporting the review and approval process for new and modified equipment.

Job Requirements

Required Knowledge/Skills/Abilities:

  • Demonstrated ability to interpret and implement relevant engineering theories, principles, and practices.
  • Excellent written and oral communication and presentation skills.
  • Strong analytical skills with demonstrated problem-solving ability.
  • Ability to maintain and protect confidentiality while maintaining a high degree of discretion.
  • Strong project management skills with the ability to handle multiple projects and assignments simultaneously and adhere to deadlines even as priorities change.
  • Able to develop audit reports and ensure data is captured for analysis. Assist in responding to requests for data, reports, etc. from senior staff, regulatory authorities (FRA, PTSB, PESH), etc. Ensure safety data capture, retrieval, and analysis.
  • Strong leadership skills with the ability to make decisions in a fast-paced and demanding environment.
  • Proficient in Microsoft Office, particularly Word, Excel, PowerPoint, and Access or equivalent.
  • Ability to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage.
  • Ability to respond to emergencies 24 hours a day, 7 days a week and to be on call on a rotational basis.
  • Valid driver’s license and ability to travel to various locations during work hours.
  • Ability to complete the qualification in MNR Roadway Worker Protection within 1 year of hire (or current qualification) and maintain the annual requalification thereafter.

Required Education and Experience:

  • Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, or other relevant engineering discipline.
  • Minimum two (2) years of relevant experience in an engineering, technical, construction, or other relevant operating environment.

The Following is/are preferred:

  • Master’s degree in a related discipline
  • Current professional industry-recognized certification(s) such as ASP, FE (EIT), and/or WSO/TSSP
  • System Safety experience, preferably in a mass transit, commuter railroad, or similar environment.
  • Experience using software such as PTC Windchill, Isograph, or equivalent.
  • Knowledge of GIS.
  • Experience with Microsoft Access, Visio, and Project and/or equivalent.
  • Familiarity with relevant regulations, requirements, and standards (e.g. 49 CFR Part 270, MIL-STD-882).
  • Ability to complete a qualification in MNR Operating Rules and Blue Signal Protection within 1 year of hire (or current qualification) and maintain the annual requalification thereafter
