Manager – Security Operations
Job Description
This Manager- Security Operations will manage and support the overall security functions of the LIRR. The position will manage the administration of security policy and procedures, perform security assessments, and investigate field operations and various mission types. This position will liaise with all departments and manage the corporate pass privilege programs, The position will oversee Uniform Guard Services including Fire Safety and Security Guards as well as provide NYS 8-hour annual training and 16 hours of on-the-job training. This position will manage/ perform internal and audit investigations. The Manager- Security Operations will manage the Unmanned Ariel Surveillance (UAS) Drone Mission program.
Responsibilities
Responsibilities may include but are not limited to:
- Serve as liaison for the LIRR Pass Office Access System ID’s all ancillary programs; this includes provision of over 30,000 passes and permits for use by LIRR employees, retirees, and other authorized groups.
- Responsible for assisting in the development of the policy, procedure, protocols, and internal controls with respect to the LIRR Security Operations; and UAS Drone operation. Monitor, review, and recommend revisions as necessary. Responsible for researching and preparing responses to formal Audits; implementation of accepted recommendations; and reporting on compliance. Provide information for the management and monitoring of interdepartmental coordination of efforts to rapidly identify, communicate, and investigate suspected acts of unauthorized use/misuse of LIRR access devices, and report on deviations of Office of Security Policy and Procedures.
- Meet and interact with internal/external employees and non-employees; address and resolve concerns dealing with security-related issues; follow up on investigations.
- Responsible for participating in, the evaluation of system enhancements, automation, and integration of information management systems, impacting LIRR Departments and Employees Provisions, Drones Program, and Office of Security Investigations.
- Responsible for scheduling and participating in LIRR UAS Drone Missions. Logging mission requests and ANRA (Air Traffic Management Software) flight registrations, FAA (Federal Aviation Administration) LAANC (Low Altitude Authorization and Notification Capability); notification of Police departments within flight path. Serve as RPIC (Remote Pilot in Command) for mission and oversight of VO (visual observer). RPIC also transfers video and data via a chain of custody procedure.
- Assist in the gathering of information required for use with ongoing investigations by the Office of Security. Perform confidential and SSI investigations as directed by the Office of Security.
- Utilize applications such as access systems; Crystal Reports and Power BI for the development and creation of various spreadsheets to produce and display analytical results.
- Ensure compliance with Office of Security programs to include follow-up on employee training, and enforcement of security rules. Conduct inspections, correct deficiencies or report unsecured conditions(s) to the responsible authorities.
- Provide oversight of the Uniformed Guard Services and NYS Security Guard Training as assigned.

Job Requirements
Qualifications
- Bachelor’s degree in Business Administration, Liberal Arts, Security Management, Computer Science, or related field. Demonstrated directly related experience and education may be considered in place of the degree requirement, subject to approval.
- Must possess related experience with a minimum of three years of security management experience.
- Extensive knowledge and experience with computers and various software packages, databases (query development) Spreadsheets (Pivot tables, utilizing advanced functions and charting tools), and remote/mobile software/hardware techniques.
- Knowledge of FAA Unmanned Ariel Surveillance (UAS) regulations and requirements.
- Possess or capable of acquiring, within 6 months of hire, a UAS Part 107 Licensed Drone Pilot.
- UAS Part 107 Licensed Drone Pilot mission experience.
- Must possess effective analytical, communication, writing skills, and interpersonal skills.
- NYS DCJS (Division of Criminal Justice Services) Security Guard Instructor or ability to obtain within 6 months.
- Must be available to work non-traditional hours for supporting emergency response 24 hours/7 days a week as required.
- Must possess experience working in a diverse environment.
- Must possess effective leadership, supervisory, and customer service skills with the ability to identify and resolve related issues to find solutions and implement preventive measures to reduce future occurrences.
Preferred Qualifications
- Experience in an operations/unionized environment is preferred.
