Responsibilities

  1. Review and approve all safety related submissions, including the Design-Build Contractors Accident Prevention Programs and Hazard Communication Programs, the Design-Build Contractors' Safety Management Programs, the Design-Build Contractors' key safety personnel such as the Safety Engineer and Safety Supervisors and the Design-Build Contractors" Safe Work Plans, in collaboration with MTA C&D Safety Management.
  2. Monitor and enforce the Design-Build Contractors' compliance with all safety related requirements, including those specified in the Specification Section 1J of the Design-Build Contract documents.
  3. Conduct and participate in regular safety meetings with the Design-Build Contractors.
  4. Coordinate and participate in periodic safety walkthroughs with the Design-Build Contractors.
  5. Ensure that the Design-Build Contractors' approved full-time safety personnel, including the Safety Engineer and the Safety Supervisors, are on the job site on a daily basis in accordance with Specification Section 1S of the contract specifications.
  6. Maintain a log for all Safe Work Plans.
  7. Develop and implement a program to ensure that no work starts without approved Safe Work Plans.
  8. In the event of an unsafe condition that is considered a near miss, has already resulted in injuries/accidents to personnel and/or has already resulted in damages to property, the Consultant shall direct the Design-Build Contractor to implement an immediate corrective action plan and promptly notify the MTA C&D Construction Manager of the incident. The Consultant can and shall stop all work at is discretion should this unsafe condition arise.
  9. In the event of an emergency condition, such as a fire and cave-in, the Consultant shall immediately notify NYPD, FDNY and/or other emergency response teams and then promptly notify the NCYT Construction Manager of the situation. The Consultant shall stop all work should this emergency situation arise.
  10. Prepare and/or obtain all reports on all near misses, personnel injuries/accidents, property damages and emergencies within 24-hows of the incidents.
  11. All Consultant personnel shall successfully complete MTA C&D's Track Safety Training course.
  12. The Consultant Safety Manager shall maintain Track Safety certification for PM staff throughout the duration of the project.
  13. Consultant personnel overseeing work requiring of diversions, bypasses and/or flagging shall successfully complete MTA C&D's PMG 123 Engineer-In-Charge Training course.
  14. All Consultant personnel shall possess valid and current OSHA-30 certificates.
  15. Monitor and enforce the Design-Build Contractors' compliance with all environmental related requirements. including those specified in the Division 12 specifications of the contract documents.
  16. Ensure that Division 12 environmental submittals are reviewed and approved by
    PM Environmental Engineering and not by the Designer-of-Record
  17. Conduct and participate in regular environmental meetings with the Design-Build Contractors.
  18. Coordinate and participate in periodic environmental walkthroughs with the Design-Build Contractors.
  19. All Consultant personnel shall receive asbestos and lead Policy Instruction
    Training from MTA C&D Environmental Engineering.
  20. Liaise with MTA C&D Environmental Engineering with regard to the scheduling of asbestos abatement performed by MTA C&D's on-call services contractor.
  21. Liaise with MTA C&D Environmental Engineering with regard to the scheduling of hazardous material handling oversight performed by MTA C&D on-call services contractor.
  22. Provide monitoring and oversight of the Design-Build Contractors" handling of all hazardous materials, including lead.
  23. Promptly notify the PCEO of upcoming hazardous waste disposals and schedule dates/times for the MTA C&D Construction Manager to sign off on the hazardous waste manifests.
  24. In the event of an environmental violation, such as excessive dust levels, excessive noise levels and/or improper handling of hazardous materials, the Consultant shall direct the Design-Build Contractors to implement an immediate corrective action plan and promptly notify the PCEO of the incident. The Consultant shall stop all work should this environmental violation arise Liaise with MTA C&D Environmental Engineering with regard to the scheduling of noise and dust monitoring oversight performed by MTA C&D's on-call services contractor.
