Key Responsibilities

Statewide Fire Intelligence and Situational Awareness Management

  • Provides coordination, guidance, and management on a daily basis in the Fire Intelligence Unit which compiles, interprets, creates, disseminates, and archives fire information and product output.
  • Performs duties with specialty skills, knowledge, and experience that will support advanced data acquisition, data storage, data management, data integration, data mining, data visualization, and other computing and information processing services to distribute to affected parties.
  • This position improves capacity for regional and statewide information sharing, improved situational awareness of fire potential and emerging incidents, increased use of science and data, and more informed and intelligent decision making prior to and during fire incidents.
  • Compiles intelligence from various sources to assist in the prevention, mitigation, preparation, response, and recovery from wildfire, other fire incidents, and other natural disasters. Position assesses and interprets information based on professional knowledge and experience. Once compiled, this position is responsible for validating and providing the information to other decision makers in an understandable format.
  • Supports local, county, DFPC, and federal fire managers during fire incidents by providing validated, summarized data on fire indices and potential, fire detections, fire modeling and predictions, and assessments of values at risk.
  • Generates intelligence services and products to support DFPC strategic planning, program development, legislative proposals, and legislative testimony to support DFPC Leadership decision-making process in a concise and clear manner using validated, reliable and actionable intelligence data. Similarly assists external fire service associations and work groups, such as the Colorado Fire Commission.

Planning, Program Coordination, and Communications

  • This position staffs the Intelligence Unit in order to carry out the agency’s mission and objectives. Executes directives and assignments issued by DFPC and WFMS Leadership. Monitors operations, communicates with command staff on items or events of interest. Initiates and reviews correspondence and disseminates information to subordinate members (internal and external), peers and superiors.
  • Observes operations, processes and/or practices and methodologies for quality assurance and liability mitigation. Makes appropriate recommendations for change within the program.
  • Assists the Unit Chief, Section Chief, Deputy Section Chief, and Branch Chiefs with development, administration, and implementation of various WFMS plans, Standard Operating Guidelines, WFMS Preparedness Levels, policy and other long term planning functions through compilation, analysis and summarization of data to support the decision-making process in a concise and clear manner; coordinates these efforts between various branches and units within the WFMS.
  • Assists the 5-State Rocky Mountain Area Coordination Center (RMCC) with the coordination and development of multi-agency mobilizations guides, operating plans, Standard Operating Guidelines and other similar documents.
  • Coordinates with DFPC and WFMS leadership to administer WFMS reporting systems.
  • Collects, assesses, and creates data and other information to develop various reports and other various project documents in coordination with work units within the WFMS and DFPC.
  • This position applies knowledge of wildland fire and incident management to their administration of the DFPC WFMS Geospatial Program; assists with statewide development, and implementation; writes guidelines, policies and procedures; establishes protocols, and coordinates with all users to ensure fire and incident readiness and building resource mobilization capabilities.
  • This position is responsible for articulating the agency key policies, positions and strategies, interpreting and applying policy and procedures to internal and external users in a clear and concise manner using reliable and actionable intelligence. This position also promotes the philosophies and programs implemented by the agency, serving as a liaison with all other fire, intelligence, and other related agencies involved in assigned programs.
  • Possesses excellent communication and interpersonal skills, demonstrating tact and diplomacy to consistently interact effectively with all members to include internal and external partners. Writes necessary reports that are thorough, precise, appropriate and timely.

Interagency Fire Support/Other Duties as Assigned

  • This position assists with Rocky Mountain Area Coordination Center (RMACC) Intelligence and Predictive Services programs:
    • Provides Intelligence and Predictive Services functions, services, and products for fire agencies and fire management personnel in the 5-state (Colorado, Kansas, Nebraska, South Dakota, and Wyoming) Rocky Mountain Area (RMA).
    • Performs the duties of RMACC Intelligence and Predictive Services staff during their absence, or during periods of high fire activity when RMACC capacity has been exceeded.
  • This position at times is heavily integrated into the Colorado National Guard (CONG) program and is expected to participate in providing leadership and guidance to CONG personnel in the following areas:
    • Provides wildland fire specific training to CONG personnel.
    • Provides technical training related to the collection and processing of data to CONG and adjunct DFPC personnel.
    • Participates in tracking identified career development needs for CONG personnel.
  • In the absence of the WFMS Intelligence Unit Chief, performs all duties assigned to that position.
  • Position assists with other WFMS programs, and may be assigned other duties to support the mission of DFPC.
  • DFPC personnel may be relieved of regular duties and assigned to wildfire and/or all-hazard incidents in a National Wildfire Coordinating Group (NWCG), Incident Command System (ICS), or support position to perform incident management, firefighting, or emergency incident support activities. When assigned to an emergency incident, the position will be: working outside of regular job duties; working under the operational control of the incident; and compensated per the current DFPC emergency and incident guidelines and procedures.

Job Requirements

Required Minimum Qualifications and Experiences

  • Currently or previously qualified in National Wildfire Coordinating Group (NWCG) standards of a Firefighter Type 2 (FFT2).
  • Must be able to obtain a “secret” level of security clearance within 1 year of employment, and maintain this through the duration of employment.
  • Eight (8) years’ of documented experience, skills, and training, with Geographic Information Systems (GIS), or in related programs requiring compilation of intelligence related data, assimilating that information, and consolidating it into products, reports, and briefing packages.

OR

  • A combination of related education and/or relevant experience can be substituted:
    • Bachelor's Degree AND Four (4) years of documented experience in Geographic Information Systems (GIS), or in related programs requiring compilation of intelligence related data, assimilating that information, and consolidating it into products, reports, and briefing packages.
    • Associates Degree AND Six (6) years of Geographic Information Systems (GIS), or in related programs requiring compilation of intelligence related data, assimilating that information, and consolidating it into products, reports, and briefing packages.

Required Competencies

Preferred Qualifications and Experiences

  • A bachelor's degree or higher with a preference for a degree in GIS, forestry, natural resourcemanagement, fire science, or fire service administration/management.
  • Exceptional candidates will have current or previous qualification to National Wildfire Coordinating Group (NWCG) standards one or more of the following:
    • Situation Unit Leader (SITL)
    • Resource Unit Leader (RESL)
    • Planning Section Chief 3 (PSC3) or higher
    • Geographic Information System Specialist (GISS)
    • Intelligence Support (INTS)
    • NWCG FFT1 or higher in the Operations Section
  • Three (3) or more years of documented operational wildfire experience, or general fire serviceexperience that included wildfire response and suppression.
  • Three (3) or more years of documented experience in coordination and management of wildfireprograms, and/or incident management, and/or fire dispatching and qualifications systems.
  • Experience working with Intelligence, Surveillance, and Reconnaissance (ISR) or IncidentAwareness and Assessment (IAA) programs and capabilities.
  • Experience with Colorado interagency, cooperative wildfire management programs including, including documented experience and relationships working with federal, state and local agencies.
  • Experience and a working knowledge of applicable Federal and State guidelines, policies, and procedures related to wildland fire management.
  • Demonstrated commitment to public service and community involvement.

Conditions of Employment

  • Position must be able to obtain a “secret” level of security clearance within 1 year of employment, and maintain this through the duration of employment.
  • Upon initial employment, individuals will be required to provide a complete training file to DFPC that contains all necessary qualification documentation (Course certificates, position task books, personnel evaluations, and incident experience history) to demonstrate that NWCG and other requirements have been met.
  • Position may be required to attain additional training and/or certifications within a specified period of time, per current DFPC qualifications and professional development Standard Operating Guidelines and Policies.
  • Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 1 month of hire. Ability to operate motor vehicles and to travel extensively throughout the state in a variety of weather conditions.
  • This position is a public safety officer as defined by 42 U.S.C. § 3796b Sec. 1204 (9).
  • Must be willing to travel to wildfire incidents, severity assignments, and pre-position assignments throughout Colorado, and across the nation at times. Assignments may last for two weeks or longer.
  • Must be familiar with and frequently use flammable liquids and solids in the performance of various prescribed fire and tactical firing tasks. This includes the preparation, implementation and storage of drip torch fuel, Aluma Gel, Phosphorus, and gunpowder.
  • Applicants must be willing to be fingerprinted, successfully pass a polygraph, drug screen, and a medical physical exam as a condition of hire.
  • If applicable, the position must maintain the NWCG required fitness levels for the employee’s NWCG wildland fire qualifications throughout the employment period. Required fitness levels will vary based on qualifications. Actual qualifications and currency, including fitness levels, will vary based on supervisor input, employee’s professional development plan, and current agency needs.
