Director (Corp Compliance/Envir. Health & Safety)
Job Description
Responsible for the oversight of hazardous waste and chemicals, and management of all chemicals in the institution (Hospital and School), and the Chemical Shipment Program. Ensures compliance with institutional, local and federal regulations, with continual preparation for audit by external regulatory agencies. Oversight covers Manhattan and Queens campuses, Real Estate and Network locations.
Responsibilities
- Management of hazardous waste operations, including compliance oversight and staff training/documentation for 350 + research laboratories, 30+ clinical locations and Facilities/ Engineering areas with attention to USEPA, NYSDEC and NYCDEP environmental regulations. This includes the disposition of discarded chemicals, computers, electronics, light bulbs, etc., with submission of appropriate reports to regulatory agencies.
- Oversee the management of environmental policies and procedures which include but are not limited to: Responsible for hazardous and non-hazardous waste management, including the Department of Transportation (DOT), Resource Conservation and Recovery Act (RCRA), Air permitting, Pollution prevention, Spill prevention/response, Storm water management and Wastewater
- Management of chemical operations, including entry/exit of chemicals from the institution, appropriate storage measures, staff training and documentation.
- Responsible for management of the Chemical Shipment Program, ensuring compliance with FAA regulations in the movement of chemical/biological goods (typically originating from Research and Clinical laboratories) via air, ground and marine transportation.
- Continual preparation for external audits as regards proper handling of hazardous waste, chemical operations/transport and all required regulatory documentation.
- Lead the process of establishing and achieving EH&S goals, assist in determining EHS priorities for locations, and provide direction on managing programs/policies and providing technical expertise for management of all environmental, health and safety issues with special emphasis on environmental.
- Perform final Quality Assurance/Quality Check of EHS-related documentation, this can include, but is not limited to, local/state/federal permit applications, local/state/federal reporting documentation, incident reporting, training program materials, and facility policies and procedures
- Designs or participates in revision of Compliance Programs / special projects across the entire breadth of the Compliance Department. These include Hospital Compliance, Research Compliance, Network, HIPAA / Security, Billing / Coding and span all MSMC affiliates, Network locations, Real Estate, Manhattan & Queens campuses.
- Joint Commission Environment of Care - Manage the Hazardous Materials and Waste Management Plan. Participate in monthly Safety Committee meetings, clinical rounding, triennia survey preparation and staffing of the Incident Command Center
- Supervision and mentoring of junior EH&S staff members, as assigned.
- Other duties or projects as assigned.
Job Requirements
Minimum Education
(HS/GED; specialized training; degree and discipline)
BA/BS and/or an equivalent combination of education/work experience in the environmental health sciences or a related health and safety field.
Minimum Related Experience
(e.g. 1 year in research environment)
5-10 years EH&S program management in a healthcare setting
5 years in the shipment of DOT/IATA ‘dangerous goods’; with a thorough understanding of current shipping regulations.
