SUMMARY

The Security Operations Coordinator maintains a safe atmosphere for travelers, visitors, tenants and employees within Charlotte Douglas International Airport facilities and grounds by performing duties related to aviation security, physical security and access control to include CCTV monitoring, incident management, employee training, customer service and inspections of airport premises, vendors and stakeholders. Responds to security door alarms, medical calls, other emergencies, and requests for public assistance. Performs security, safety, administrative and customer service functions to support the overall airport operation. Work requires situational awareness, attention-to-detail and discernment. This is an unarmed position.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES:

1. Monitor Aviation Worker Inspection locations for compliance with federal, local, and CLT rules and regulations.

2. Identify and utilize technology to enhance threat detection and deterrence.

3. Conduct airport security related training to airport stakeholders.

4. Interpret and adhere to Federal regulations, procedures, and instructions to ensure the safety of persons and security of airport property.

5. Assess situations quickly, objectively and determine the proper course of action.

6. Monitor and inspect, for security purposes, airport physical facilities (buildings, structures, fences, etc): terminal facilities; airport perimeter: remotely owned airport property; to identify and report problems, take required corrective action, and follow-up.

7. Communicate effectively; operate a variety of communications equipment; transmit and receive emergency and non-emergency information; maintain logs and records.

8. Patrol by foot and vehicle designated areas and perimeter to maintain a safe atmosphere for travelers, visitors, tenants, and employees.

9. Respond to security door and access point alarms in accordance with the Airport Security Program (ASP).

10. Respond to calls for service both inside and outside; follow complex instructions; establish and maintain effective working relationships; assist with special events; provide security services.

11. Identify and determine general nature, location, urgency, and extent of incidents. Determine priority, relay and follow complex oral and written instructions.

12. Act decisively and exercise independent judgment within established rules, regulations, and procedures.

13. Prepare and maintain logs, records, and reports.

14. Aid the airlines, tenants, traveling public and other employees as needed.

15. Provide escorts to authorized visitors and contractors as necessary.

16. Use the following equipment and systems in the Access Control Room: closed circuit television monitoring systems (CCTV), identification management systems (IDMS), access control systems (CCure), city computers, mobile devices, electronic logs.

17. Conduct thorough investigations into incidents related to airport security, complete detailed reports, take corrective action, and issue violations when violations are identified.

18. Enforce Airport policies, rules, and regulations within established guidelines

Ability to:

· Ability to work independently or as part of a team.

· Ability to establish and maintain effective working relationships with co-workers, other agencies, tenants, employees and the public, representing CLT in a professional, positive manner.

· Ability to respond calmly and effectively in emergency and stressful situations. Must be able to assess situations quickly, objectively and determine the proper course of action within established rules, regulations and procedures.

· Computer skills, including proficiency with Outlook and Word at time of hire, and the ability to learn other software, as the need arises.

· Skills to communicate clearly and effectively in person, over two-way radio and in writing.

· Ability to verbally communicate clearly and effectively with diverse populations.

· Ability to deal courteously and firmly with the traveling public, tenants, co-workers and others.

· Ability to represent the airport in a professional, positive manner and provide exceptional customer service to the traveling public, tenants, co-workers and others.

· Ability to establish and maintain effective working relationships with other agencies, tenants, employees and the public.

· Ability to recognize potential threats and respond quickly and calmly under emergency situations.

· Ability to act without direct supervision using independent judgment and discretion in emergency situations in accordance with departmental policies, procedures, rules, regulations, laws, and ordinances.

Job Requirements

MINIMUM QUALIFICATIONS:
High School diploma or equivalent and 3 year(s) of relevant experience; or 2 Year College Degree and 1 year of relevant experience

PREFERRED QUALIFICATIONS:
· Bachelor’s degree in aviation, criminal justice, airport management, public administration or related field strongly preferred.

· Associate degree in the fields above plus three years of experience

· Prefer at least one year experience at a 49 CFR Part 1542 commercial service airport in a position in airport operations, security, safety or airport management.

· Experience with aviation security, airport/airline operations, or law enforcement preferred.

· Prefer AAAE ACE (Security) or Certified Member designation.

PHYSICAL REQUIREMENTS:

· This position requires a high level of physical ability including visual acuity, hearing, flexibility, strength and the agility to carry out security duties.

· This position spends approximately 80% of the time walking and 10% driving. The remaining 10% may be spent standing, bending, twisting, reaching, kneeling/squatting, running, lifting, pushing, or carrying.

· Must be able to lift to 75 lbs. for short distances and carry up to 30lbs. unassisted over longer distances.

· Works both inside and outside with exposure to inclement weather. Work involves extensive public contact.

· Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.
· Adequate vision, hearing, and speech required.

ADDITIONAL QUALIFYING INFORMATION:

· Must be able to work assigned shifts, including holidays, and reports back to work during emergencies, urgent situations, special events and inclement weather. Hours are subject to change based on operational need. Overtime may be offered and/or mandated when needed.

· This position is deemed essential, and employees are subject to mandatory overtime.

· Must successfully pass and maintain an active Security Threat Assessment (STA) and Criminal History Records Check (CHRC). Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

· Valid driver license in state of residence and maintain a city driving permit.
