Job Summary

The Director oversees capital improvement project activity and employee safety for all CRVA facilities, including the Convention Center, NASCAR Hall of Fame, Bojangles Coliseum, Ovens Auditorium, as well as assistance and coordination with the Spectrum Center.

Responsibilities

Essential Job Duties

Capital Responsibilities

  • Develops and maintains, in conjunction with venue leadership, annual and long-term capital improvement budgets, and in conjunction with the CRVA Accounting Team, assists in identifying funding timelines and strategies in order to implement those budgets.
  • Develops and monitors capital improvement projects, in conjunction with venue leadership, for the Convention Center, the NASCAR Hall of Fame, Bojangles Coliseum, Ovens Auditorium, and Spectrum Center.
  • Develops, issues, and evaluates, in conjunction with the Procurement Manager, requests for proposals (RFP), bids, or other procurement vehicles to ensure compliance with CRVA policies in soliciting business partners.
  • Identifies, engages, and manages designers and/or consultants as needed in order to prepare accurate plans that address the needs of the CRVA with respect to the desired outcomes of the project.
  • Responsibility for ensuring that all designers and contractors adhere to all applicable codes and ordinances in the development and execution of capital improvement projects.
  • Develops and issues, in conjunction with CRVA Counsel and Accounting, agreements for capital improvements ensuring all interests of the CRVA are protected during the lifespan of the project.
  • Communicates CRVA policies and expectations to all contractors, consultants, and other partners to ensure successful execution of projects.
  • Coordinates all project schedules along with venue leadership for execution of projects while working to minimize disruption to events and other revenue-producing operations.
  • Communicates information regarding status updates on all projects with all affected CRVA staff.
  • Functions as project manager for capital improvement projects for the venues, overseeing contractors and coordinating work with ongoing facility operations.
  • Receives, reviews, and approves all pay applications and invoices from contractors for the CRVA in the execution of capital improvements.
  • Resolves problems and addresses complaints related to service from internal and external clients.
  • Takes and active role in industry associations.
  • May perform other duties as required.

Scope of Responsibility

  • This job is responsible for budgetary analysis, preparation, and review.
  • This job will have periodic access to confidential data including wages and salaries, company records and/or minutes, customer quotes, product costs, and company plans, designs, and/or programs.

Supervisory Responsibility

  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
  • Responsibilities include procuring and engaging contractors in accordance with CRVA policies and coordination and management of contractor work within the venues.

Job Requirements

Employee Safety Responsibilities

  • Manage the JJ Keller Safety Management Suite, SMS, for CCC, NHOF, BOplex and Spectrum Center.
  • Lead the Risk and Safety Committee in conjunction with the Director of Security and Risk Management.
  • Develop and implement safety policies, procedures, and programs to ensure compliance with local, state, and federal regulations as well as industry standards.
  • Conduct regular inspections and audits of facilities, equipment, and processes to identify potential hazards and ensure compliance with safety regulations.
  • Collaborate with department managers and employees to identify safety concerns and develop solutions to mitigate risks.
  • Provide safety training and education to employees on topics such as emergency procedures, hazard recognition, and safe work practices.
  • Train staff on various safety topics and overseeing other CRVA team members who are certified trainers on specific subject matter.
  • Investigate accidents, incidents, and near misses to determine root causes and implement corrective actions to prevent reoccurrence. Collaborate with the Director of Security and Risk Management on insurance claim information, if necessary.
  • Work with CRVA Directors and Managers to maintain accurate records and documentation related to safety inspections, training, incidents, and compliance activities.
  • Stay informed about changes in safety regulations and best practices and communicate updates to relevant stakeholders.
  • Serve as a resource for employees regarding safety-related questions, concerns, and issues.
  • Monitor and analyze safety data and metrics to identify trends and areas for improvement.
  • Coordinate with external agencies, such as the City of Charlotte, regulatory bodies and safety consultants, as necessary.

Knowledge and Skill Requirements

  • Knowledge of Word Processing and Spreadsheet software
  • Basic knowledge of conducting data analysis and reporting statistics
  • Knowledge of Event Management and Business Systems
  • Knowledge of reading plans in hard copy and in CAD
  • Knowledge of municipal capital planning process
  • Basic understanding of construction contracts
  • Basic knowledge of construction project scheduling methods
  • Knowledge in related engineering and construction management including project design and planning
  • Basic knowledge of construction plans and specifications

Education and Experience

  • Bachelor’s Degree (B. A.) or equivalent from four-year College or technical school; and ten plus year’s related experience and/or training; or equivalent combination of experience and certifications may be considered. Prior supervisory experience is preferred.

Physical Demands

  • The employee may regularly lift and /or move up to 25-50 pounds.
  • Specific vision abilities required by this job include close vision. While performing the duties of this job, the employee is regularly required to sit, stand and walk; use hands to handle or feel and talk or hear.

Work Environment

  • The noise level in the work environment is usually moderate depending on the activity within the facility.
